New Mexico has a bitter gambling past. When the IGRA was passed by the House in 1989, it seemed like New Mexico would be one of the states to cash in on the Amerindian casino craze. Politics assured that would not be the situation.

The New Mexico governor Bruce King appointed a task force in Nineteen Ninety to discuss a compact with New Mexico American Indian tribes. When the task force arrived at an accord with two prominent local tribes a year later, the Governor refused to sign the bargain. He held up a deal until 1994.

When a new governor took office in 1995, it appeared that Indian gambling in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the Amerindian bands, anti-gambling groups were able to tie the deal up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the accord, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico legislature, to get the process moving on a full contract between the State of New Mexico and its American Indian tribes. A decade had been burned for gambling in New Mexico, including Amerindian casino Bingo.

The non-profit Bingo business has increased from Nineteen Ninety-Nine. In that year, New Mexico non-profit game owners acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Not for profit Bingo revenues have grown constantly since that time. 2005 saw the greatest year, with $1,233,289 grossed by the providers.

Bingo is clearly popular in New Mexico. All kinds of operators try for a slice of the action. With hope, the politicians are through batting over gambling as an important factor like they did in the 90’s. That’s probably hopeful thinking.
