New Mexico has a bitter gambling background. When the IGRA was passed by Congress in 1989, it seemed like New Mexico might be one of the states to cash in on the American Indian casino craze. Politics guaranteed that wouldn’t be the case.
The New Mexico governor Bruce King assembled a task force in 1990 to negotiate an accord with New Mexico Indian bands. When the task force came to an agreement with 2 big local bands a year later, Governor King declined to sign the bargain. He would hold up a deal until 1994.
When a new governor took office in Nineteen Ninety Five, it seemed that Indian wagering in New Mexico was a certainty. But when the new Governor passed the contract with the Native bands, anti-gaming groups were able to hold the deal up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the deal, thus denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the CNA, signed by the New Mexico legislature, to get the ball rolling on a full contract amongst the Government of New Mexico and its Indian bands. Ten years had been burned for gambling in New Mexico, which includes Native casino Bingo.
The nonprofit Bingo industry has gotten bigger since Nineteen Ninety-Nine. That year, New Mexico not for profit game operators acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Not for profit Bingo earnings have increased constantly since that time. 2005 saw the largest year, with $1,233,289 earned by the providers.
Bingo is categorically popular in New Mexico. All kinds of providers try for a piece of the action. With hope, the politicians are through batting over gambling as an important factor like they did in the 90’s. That is without doubt wishful thinking.
