New Mexico has a complex gaming history. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the Amerindian casino bandwagon. Politics assured that wouldn’t be the situation.
The New Mexico governor Bruce King appointed a task force in 1990 to create a contract with New Mexico Indian bands. When the task force arrived at an agreement with 2 big local tribes a year later, the Governor declined to sign the bargain. He held up a deal until Nineteen Ninety Four.
When a new governor took over in 1995, it appeared that American Indian gaming in New Mexico was now a certainty. But when the new Governor passed the compact with the Indian tribes, anti-gaming groups were able to tie the deal up in courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the compact, thus denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, passed by the New Mexico government, to get the ball rolling on a full accord amongst the State of New Mexico and its Amerindian bands. Ten years had been burned for gambling in New Mexico, which includes Native casino Bingo.
The nonprofit Bingo industry has grown since 1999. That year, New Mexico charity game owners brought in only $3,048. That climbed to $725,150 in 2000, and surpassed a million dollars in 2001. Non-profit Bingo earnings have grown steadily since then. 2005 witnessed the biggest year, with $1,233,289 grossed by the operators.
Bingo is clearly beloved in New Mexico. All kinds of owners try for a piece of the action. With hope, the politicos are through batting around gaming as a key matter like they did back in the 90’s. That’s without doubt hopeful thinking.
