New Mexico has a complex gambling background. When the Indian Gaming Regulatory Act was passed by the House in 1989, it looked like New Mexico might be one of the states to get on the Amerindian casino craze. Politics assured that would not be the case.

The New Mexico governor Bruce King assembled a working group in Nineteen Ninety to draft a compact with New Mexico Native bands. When the working group came to an accord with two prominent local bands a year later, the Governor refused to sign the agreement. He held up a deal until 1994.

When a new governor took office in 1995, it appeared that Native gambling in New Mexico was a certainty. But when the new Governor passed the compact with the Indian tribes, anti-gaming groups were able to tie the accord up in courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico legislature, to get the process moving on a full compact amongst the Government of New Mexico and its Native tribes. A decade had been lost for gambling in New Mexico, which includes American Indian casino Bingo.

The not for profit Bingo industry has increased from 1999. In that year, New Mexico charity game providers brought in just $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded a million dollars in revenues in 2001. Nonprofit Bingo revenues have grown steadily since that time. Two Thousand and Five witnessed the largest year, with $1,233,289 earned by the providers.

Bingo is apparently favored in New Mexico. All kinds of providers try for a piece of the action. Hopefully, the politicos are through batting over gambling as a key matter like they did back in the 1990’s. That’s without doubt wishful thinking.
